New Report: Inclusion of Ukrainian Displaced People in Europe

A new report on the integration of Ukrainian displaced people across Europe has been published following the closing event of the Ukrainian Diaspora Integration project hosted by SSE Riga on February 16.

The project, supported by the Robert Bosch Stiftung, brought together researchers, policymakers, business representatives, and Ukrainian displaced communities to assess how European countries are transitioning from emergency reception measures toward long-term inclusion strategies.

The report is written by Kata Fredheim, Associate Professor at SSE Riga, and was presented during the project’s online closing event.


Focus areas of the report

Following the full-scale Russian invasion of Ukraine, more than six million people sought protection across Europe. While early responses were designed under emergency conditions, the new report highlights several structural questions that have since emerged:

  • How displaced people transition from arrival to employment, education, and stable daily routines

  • Where national integration systems face persistent gaps

  • What lessons countries can exchange despite differences in labour markets, institutions, and languages


Project approach and outcomes

The Ukrainian Diaspora Integration project established a European network in 2024–2025 grounded in structured dialogue and the direct participation of displaced Ukrainians. Through roundtables, shared information, and comparative discussions, participants mapped integration challenges and identified practical policy lessons.

The report and accompanying policy briefs contribute to ongoing efforts to strengthen sustainable and coordinated European responses to displacement caused by the war in Ukraine.
